Under its annual Information and Communication budget, in 2009 the Delegation of the European Commission to Ukraine plans to conclude the following ten contracts with a view to raise awareness of the EU, EU-Ukraine and EU-Belarus relations and cooperation:

1. EU news service and informational support for media in Ukraine and Belarus (maximum contract amount – EUR 60,000; expected tender launch – August 2009)
The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 3 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

2. Production of EU publications and promotional items for Ukraine and Belarus (maximum contract amount – EUR 60,000; expected tender launch – August 2009)
The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 3 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

3. Support to the network of Euroclubs in Ukraine (maximum contract amount – EUR 40,000; expected tender launch – September 2009)

The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 3 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

4. Support to the network of the EU Information Centres (EUi) in Ukraine and Belarus (maximum contract amount – EUR 45,000; expected tender launch – September 2009)

The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 3 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

5. Organisation of Europe Days 2010 in Ukraine (maximum contract amount – EUR 60,000; expected tender launch – October 2009)

The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 3 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

6. PR support for EC assistance and cooperation programmes in Ukraine (maximum contract amount – EUR 150,000; expected tender launch – October 2009)
The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 5 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

7. PR support for EC assistance and cooperation programmes in Belarus (maximum contract amount – EUR 180,000; expected tender launch – September 2009)
The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 5 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

8. Production and distribution of newspaper inserts and publications on ENPI and EC assistance in Ukraine (maximum contract amount – EUR 150,000; expected tender launch – September 2009)
The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 5 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

9. Production and distribution of a promotional film on EC assistance to Ukraine (maximum contract amount – EUR 100,000; expected tender launch – October 2009)
The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 4 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

10. Organisation of the European Film Festival in Kyiv and other cities in Ukraine (maximum contract amount – EUR 25,000; expected tender launch – October 2009)
The following selection criteria will be applied to tenderers:
1) Economic and financial standing: The annual turnover of the candidate for each of the last two accounting years must exceed value of this contract.

2) Professional capacity: At least 3 full-time staff.
3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

Entities interested in participating in any of these tender procedures must meet the selection criteria listed below the title of each contract. The purpose of these criteria is to determine whether tenderers have sufficient capacity to perform the contract.
Furthermore, the entities will be excluded from participation in procurement procedures if:
a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; (i.e. against which no appeal is possible);

c) they have been guilty of grave professional misconduct proven by any means which the Contracting Authority can justify;

d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the Contracting Authority or those of the country where the contract is to be performed;

e) they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interests;

f) they are currently subject to an administrative penalty referred to in Article 96(1) of the Financial Regulation.(l)

Note: Payments for contracts 1, 2, 3, 4, 5 and 10 will be made in Ukrainian hryvnias. Payments for contracts 6, 7, 8 and 9 will be made in euros.
